“Policy Proposals for
Implementation by the Georgia Department of Education, Public Service
Commission, and Board of Regents to Address Inadequacies in the Education of
English Language Learners in Georgia’s Public Schools.”
If the current Consortium for Adequate School
Funding in Georgia lawsuit is successful, my policy proposals will likely be
implemented state-wide, impacting all aspects of ELL education in this state,
including: Fortified ESOL Endorsement and Certification requirements; Monitoring
of ESOL Endorsement and Certification programs; Grants for Anticipatory ESOL
program planning, ESOL teacher recruitment, and Small ELL population districts;
Monitoring of ELL programs; Funding of ELL administrative costs and Common
planning for ESOL teachers; Revised ESOL funding based upon documented student
needs; Decreased ESOL and mainstream class sizes; and Flexible ELL service
delivery models.
Regardless of the outcome of the lawsuit, my
work on behalf of the Consortium will likely yield a manuscript for
publication. However, until the
litigation is resolved, I have been asked by the legal team to refrain from
presenting or publishing my findings outside the confines of the suit.
